What are the metal prongs on IO shield?
They are supposed to be between the connectors and provide pressure to keep the backplate from falling inside the computer when you push connectors in. It should take some pressure from the motherboard to squeeze them in when you are installing.

They are meant to bend backward to make a good grounding connection between the I/o panel and the motherboard. If the I/o panel fit is good you can leave the tabs where they are. That assumes you can properly plug in any other peripherals you need without interference.
