A touch and go is a landing on a runway of any kind (grass or asphalt), which is then immediately followed by a taxi, applied power, and a subsequent takeoff.
What holds the landing gear in the up position?
After take off you would bring the gear lever to the up position. This retracts the landing gear. Once the gear is up during the after takeoff checklist you move the lever to the off position. That means the gear is held up by the up locks instead of cosntantly being held by the hydraulic actuators.

Why does landing gear have an off position?
When the handle is placed in the OFF position, hydraulic pressure is removed from the retract side of the gear actuators, allowing the gear to settle down and onto the mechanical uplocks, which are essentially hooks that just hold the gear up.
Why do planes retract landing gear?
Planes that have retractable gear generally retract their gear for improved performance. Not having wheels and struts hanging down streamlines the plane, improves fuel efficiency, enables them to fly faster and higher, and makes for a quieter, more comfortable ride inside the cabin.
