Do you need a cooker outlet plate?
No,it’s not necessary, often more convenient though. I been trailling throught the big brown/ big red, electricians guide to building regs, domestic electrical installation guide and domestic periodic inspection and testing book for the last half hour with no reference to cooker outlets.
How do you install a cooker outlet?

Plain and simple you need a 10mm cable, 6mm is not correct, it may work but may also burn your house down, you take the risk.

What size cable do I need to wire in a cooker?
In 99% of cases 6mm T&E (twin and earth) cable and a 32amp fuse or MCB should be sufficient, but as said, what’s actually required is down to the individual appliance you’re working on, so you need to check and make sure that the circuit you’re installing or the existing circuit is up to the job!
Can I connect an electric cooker myself?

Why do cooker switches have a socket?
The cooker switch for a 30 Amp circuit for a new electric cooker would contain a socket outlet for a kettle. As the cooker was normally located near to a work surface in the kitchen a kettle could be located right next to the cooker. This provided a convenient economical supply for a kettle or toaster etc.
