2 answers. Yes you do have to pay to walk around the gardens as they belong to the National Trust. If you are a member then its free to park as well as walk around the gardens. Think the gardens are free if you are a non trust member but you do have to pay to park your car if not a member .

Can you go inside Stowe House?
You can visit the house as part of your visit to the garden. Buy a house ticket online in advance or at the Stowe House Visitor Centre. It is approximately 0.8 miles from New Inn to the House so allow plenty of time to walk reach the House. Download the Stowe House welcome map.
